If part of the terms of employment for Air France are that employees are to follow all local laws in their destinations (and almost every contract I’ve ever seen includes something to this effect), then the crew will usually receive as part of their flight briefing a memo about any non-standard laws they need to be aware of (to ensure the safety and security of the crew.)
They are not required to follow local customs – but can if they choose.
The suggested trousers, therefore, would be for modesty (and a custom), whereas the headscarf is required by law.
