I often wondered this myself (and the similar phenomenon with Pilot voices.)
(I’ve recently had it pointed out to me that the calm, slightly lilting up-talk voice I used as a Flight Attendant is also my “Coach Voice.” )
The reason is fairly benign:
Tone of voice and word choice can create an immediate limbic system response. By utilizing a familiar vocal tone to most humans (nurturing, yet firm – think of a mother with a toddler) you build the maximum number of connections as quickly as possible. This connection makes compliance with any safety announcements easier to handle.
It is not something that is explicitly taught, but rather done implicitly by imitation. One can see what has and does work, so eventually all FA’s end up sounding the same.
