No.
Absolutely, categorically, emphatically No.
Why?
Around 71% of the planet is covered by water, and around 3% of the planet is covered by urban surfaces.[1]
Many places are inaccessible (either completely or mostly) via surface transportation (be they land or water methods) leaving air as the only viable option.
A hyperloop technology would do well connecting urban areas across large, sparsely populated land masses such as Sub Saharan Africa, the Middle East, South America, Southern Asia, China, the Midwestern and West Coast United States and Australia.
I do not see this technology doing well in Europe, the East Coast of the United States, Latin America etc – the cities are simply too close together and the ROI to build the tracks simply isn’t there.
Footnotes
[1] What percentage of Earth’s land is used for infrastructure like roads, buildings, all pavement, etc.?
